The Community Action Partnership is made up of more than 1,100 local, private, non-profit and public agencies that have been working to alleviate poverty and empower low-income families in communities throughout the United States since 1964. Our organization was established in 1965 as a private, non-profit social service agency and has been actively serving the citizens of Defiance, Fulton, Henry, Paulding, Van Wert, and Williams counties for over 50 years.

Northwestern Ohio Community Action Commission will accept applications for the HEAP Summer Crisis program starting July 1, 2017 and will continue through August 31, 2017.  Appointments may be scheduled beginning June 21, 2017.  The program will offer the following assistance:

  • electric bill payment and/or
  • air conditioner or fan and/or
  • central air unit repair (cannot exceed program max benefit amount)

To be eligible, the household must be within 175% of the federal poverty guidelines ($43,050 annual income for a family of four) and meet one of the qualifications below.   

  • Individuals with a Documented Medical Condition- A member of the household has a documented medical condition verified by a licensed physician or registered nurse practitioner stating that “Due to an illness, this client would benefit from continued electric service and/or air conditioning.”
  • Individuals Age 60 and Over- At least one member of the household is 60 years of age or older. No medical documentation needed. 

Income for the past 90 days, electric and gas bills, social security cards for everyone in the household, and disability proof (if applicable) are required for every appointment.

NOCAC assisted over 584 households with payment towards their electric service and 319 air conditioner units were distributed during the 2016 program year.

2016 By the Numbers...

8,520 meals were served and 181 homeless individuals (136 households including 17 children) were provided shelter at the Richland Place/PATH Center

108 households received weatherization services through the Home Weatherization Assistance Program

1,334 households received free income tax preparation with the assistance of 28 volunteer counselors from the Ohio Benefit Bank

397 children and their families were served in the Head Start program

15,865 nutritious lunches were served to 2,612 children through the Summer Food Service Program

67 individuals participated in our 12-week life skills course; 177 people attended money management classes and 17 people participated in the IDA program

5,176 applications for assistance were processed providing a one-time benefit for heating costs; 6,024 PIPP Plus applicatons were processed

57 households were assisted through the Homelessness Prevention & Rapid Re-housing Program

2,849 utility payments (heating & cooling) were made to area vendors for households in our 6 county service area

57 households received energy efficiency measures that were funded by the Toledo Edison Community Connections Program

49 households received energy efficiency measures funded by the American Electric Power program

How We Help...


A Family's Support System - The Head Start Program gave me free education for my child.  We would be struggling to pay preschool tuition without the program.  Head Start has been such a god-send to our family.  We have been through a lot in our lives.  I had some bad family times and Head Start always helped me when needed.  They always understood my needs and my children’s.  The teachers are absolutely amazing and so supportive of the family.    We love and cherish the program and the effort behind it. Northwestern Ohio Community Action Commission, Inc. (NOCAC) is one of 50 community action agencies in Ohio. NOCAC is a private, non-profit corporation organized in 1965, as part of the "War on Poverty" by a group of local citizens who became our first Board of Trustees. NOCAC'S function was then, and is now, to plan, develop, and coordinate programs and services designed to help predominantly low-income people in Defiance, Fulton, Henry, Paulding, Van Wert, and Williams counties become more self-sufficient.
