Home Weatherization Assistance Program: 

The HWAP program is funded through the Ohio Department of Development, Office of Energy Efficiency.  Weatherization activities save energy costs for income eligible individuals by providing energy-related home repairs and other modifications to their homes, which may be owned or rented.  Our goal is to make homes safe, comfortable, and energy efficient, while reducing the heating & cooling costs paid by low-income consumers. To be eligible for this program, a person may not make over 150% of the federal poverty guidelines. Click here to see the Federal Poverty Guidelines. Eligible applicants are served on a “need for services” priority basis.

The Weatherization Program benefits the community by reducing energy usage, providing client education and by improving the environment.  Our Weatherization crews and technicians use diagnostic technologies such as a blower door and an energy audit to determine the most cost effective measures to use for each home.  Health & Safety issues such as furnace and water heater replacement are also assessed, however funding for this is limited, and, if the unit is a rental, the landlord is required to contribute to the repair costs. 

Home Weatherization Assistance Program (HWAP) services may include:

  • Attic, Wall, and Floor insulation
  • Performing blower door guided air leakage reduction tests and infiltration work
  • Venting bathroom, kitchen exhaust fans, and clothes dryers
  • Mechanically fastening and sealing ductwork
  • Providing heating system repairs/replacements
  • Providing Health and Safety inspections and testing
  • Providing emergency repairs

First Energy-Community Connection Program: 

Toledo Edison customers that are eligible for the Home Weatherization Assistance Program may be eligible to receive additional home weatherization services such as consumer education materials and replacement of inefficient appliances. The goal of this program is to reduce overall energy consumption in the customer’s home.  This program is funded through First Energy Corporation. 

Services  may include:

  • Replacement of non-efficient refrigerators with Energy-Star appliances
  • Installation of energy efficient light bulbs
  • Performing minor electrical repairs
  • Repairing/replacing roofs on approved homes.

Elderly Home Repair Program: 

This program is funded through the Area Office on Aging of Northwestern Ohio/Ohio Housing Trust Fund.  It is designed to assist homeowners over the age of 60 in our five-county area.   • Installing additional lighting in stairwells, installing handrails, and performing ramp repairs

Housing Assistance - Emergency Home Repair/Handicapped Modifications Program

This program is designed to assist home owners with minor repairs allowing the individuals to reside safely in their homes. The program is funded through the Ohio Department of Development. To be eligible for the Emergency Home Repair/Handicapped Modifications Program, income must be less than 35% of the county's median income guidelines.
